Briefly: California, in a first, offers to cut Colorado River water use

Calmatters reports that California has offered to cut its annual water use by roughly 9% as part of an effort to meet a federal demand that the seven Colorado River basin states that rely on the river cut water use by 2 million to 4 million acre-feet to help bring the drought-stressed system back to health.
