The Nevada Independent reports that the Southern Nevada Water Authority, already subject to cuts in its Colorado River water, continues to use less than its allotment because of its 20-year effort to remove grass and replace it with drip-irrigated plants, impose strict outdoor watering schedules, and enforce water-waste regulations.
