Briefly: SoCal warns of drastic water cuts, as calls to conserve fail

ABC 7 News reports that a dry winter means Southern California could face mandatory watering restrictions this spring. The Metropolitan Water District said if residents don’t cut back, the agency may be forced to ban outdoor lawn watering. Officials said water use went up 3% in January, despite calls to conserve.
