Briefly: Will this winter deliver another round of relief for the Colorado River Basin?

The Arizona Republic reports that there is deep skepticism already about whether the weather pattern known as El Niño will deliver enough wet snow to keep the Colorado River stable as state and federal agencies and their negotiators work toward a long-term fix and permanent reductions in water use.
