Briefly: California eyes changes to water administration in response to drought, climate change

The Los Angeles Times reports that a group of legal experts has proposed a series of 11 reforms to the systems California uses to grant water right permits, monitor water diversions, and deal with droughts in an effort to modernize and better cope with drier, modern times.
