In Brief: How big is California’s COVID-related water debt?

California water regulators are grappling with how much revenue has decreased for water utilities, where moratoriums on water shutoffs remain in place for ratepayers behind on their water bills due to the COVID-19 pandemic, according to this report by Sacramento-based CapRadio. Some water providers have reported revenues losses as high as 50 percent due to non-payment, and advocates worry that some smaller systems will be pushed into financial crises. Also of concern is how much debt ratepayers are accumulating as bills go unpaid.
