Briefly: LA water district adds tough flow restrictors to stop wealthy guzzlers

The Los Angeles Times reports that a wealthy water district in West Los Angeles County is installing flow restrictors at homes where customers aren’t cutting back on outdoor water use. Per person daily water use is over 200 gallons per day, far above the target of 80 gallons per day.
